BDE is characterized by its actions which are coordinated with strategic allies of the international development banking, in order to diversify the sources of financing available to its clients and offer programs with adequate financial, technical and socio-environmental conditions that guarantee the efficiency and effectiveness of the credit interventions (pre-investment and investment) and non-credit (technical assistance). The Bank's main international strategic allies include representatives of the Multilateral Development Banking Sector, such as the Inter-American Development Bank (IDB), the Development Bank of Latin America (CAF), Bilateral Development Banking -such as the French Development Agency (AFD) and the China Development Bank (CDB)-, among others.
Likewise, the BDE maintains close coordination with the sectoral governing bodies of the State in order to undertake actions for development in line with the objectives of public policy. Among the main internal allies of the institution are the Ministry of the Environment and Water, the Ministry of Culture and Heritage, the Ministry of Tourism, the Ministry of Agriculture and Livestock, the National Service for Risk and Emergency Management, among other governing bodies.
