Institutional strengthening consists primarily of improving efficiency and effectiveness, mainly at the organizational level. The term is sometimes used interchangeably with other terminology such as organizational development, institutional development, and financing. They have to respond to the challenges that changes in the national environment pose for them.

The strengthening conceived in this system is that of a politically intentional process, to strengthen the processes of building relationships with the social, political and economic environment in which civil organizations operate. It is essential that the links grow with a clear organizational strategy, where leadership, conflicts, planning, evaluation and follow-up in the tasks that are carried out allow the optimal use of resources.

Financing may be granted for technical assistance to develop or improve the management capacity of the Bank's clients in the financial, operational, commercial and administrative fields, in order to guarantee the sustainability of the investments over time.

Additionally, personnel rationalization projects will be financed to optimize human talent, reduce expenses, and promote efficiency in the institutional management of Bank clients.
