INVESTMENT IN INFRASTRUCTURE AND SERVICES

The investment component consists of the execution stage of infrastructure and service projects that aim at social welfare, improving people's living conditions. These can be short, medium or long term. Similarly, these projects contribute to the sustainable and equitable development of the country, meeting high quality environmental and social conditions, guaranteeing the protection of populations and natural heritage.

Investment projects in infrastructure and services must be incorporated into the urban and rural development plans and strategies of the Decentralized Autonomous Governments and, in addition, contribute to the construction of sustainable and resilient environments. In this context, the investment component finances the following:

  • Projects in the sectors financed by the Bank that have updated studies to the final design level, which meet the criteria established in the methodologies applied in the Bank; that is, they have technical, environmental, institutional, economic and financial viability, as well as citizen participation.
  • Acquisition or repowering of road equipment, the construction of workshops and their corresponding equipment, linked to the execution of a road plan, favoring the repowering of equipment, based on a technical, economic and financial analysis.

REQUIREMENTS:

  • Financing request with the name of the project and amount.
  • Certification in which project is within the Development Plan and Territorial Organization.
  • Certification that the project is declared a priority by the highest executive authority of the GAD, within the framework of what is established in the Organic Code of Planning and Public Finance.
  • Certification of compliance as established in the Organic Code of Planning and Public Finance, and Bank requirements.
  • Technical feasibility by the governing entity (MTOP, MAAE, MINTUR, among others), according to the sector and type of project.
  • Environmental permit or certificate of the current process issued by the competent environmental authority: Ministry of the Environment and Water (MAAE) / Competent Environmental Authority.
  • Studies and Designs of the project object of the request at the final design level:
    • Technical report of studies and designs
    • General information of the study area
    • Supply and demand analysis
    • Sizing and technical design
    • Basic engineering studies
    • Design of the different components
    • Information on the aspects: socio-economic, citizen participation, legal, and economic and financial evaluation of the project
    • Set of assembly and detail construction drawings
    • Project execution schedule
    • Detailed budget by project components. Cost of machinery and equipment, technical specifications
    • Operation and maintenance manual
    • Environment Effect investigation. Environmental Management Plan.
  • Business plan, in case the project is self-sustaining and financially sustainable during its useful life.
  • Legalization of the land and / or right of way where the components of the project will be executed, if applicable.
  • Financial information of the Entity: Until March 31 of each year, the budgetary settlements, financial statements (balance sheet, verification, results, cash flow) of the immediately preceding year, for review and update of the risk rating of credit and determination of the debt quota.
